Job Summary Under general direction, plans, organizes, and administers employee relations and professional development functions for the College, including policy and procedure enforcement, workplace investigations, and compliance. Coordinates training and professional development programs and serves as Deputy Title IX Coordinator for employee-related matters. Applicants may be asked to demonstrate any or all of the following duties: • Manages the College's employee relations function, including consultation, conflict resolution, disciplinary action, and performance management guidance. • Conducts and oversees workplace investigations, including allegations of misconduct, policy violations, harassment, discrimination, and retaliation, ensuring fair, timely, and legally compliant outcomes. • Provides expert guidance to supervisors and administrators on the interpretation and consistent application of College policies, procedures, and collective bargaining agreements, as applicable. • Advises leadership on corrective action strategies, up to and including suspension and termination, ensuring documentation meets legal and institutional standards. • Oversees employee relations case management, ensuring accurate documentation, trend tracking, and appropriate escalation of issues. • Analyzes employee relations data and trends and provides reports and recommendations to support proactive interventions and organizational effectiveness. • Leads the design, development, and implementation of employee and leadership professional development initiatives aligned with organizational goals. • Develops and delivers training programs focused on employee relations, performance management, workplace conduct, and leadership effectiveness. • Partners with HR leadership and campus stakeholders to identify development needs and create targeted learning strategies to enhance employee performance and engagement. • Evaluates the effectiveness of training and professional development programs and recommends improvements based on data and feedback. • Supports the integration of professional development into performance management processes, including coaching supervisors on employee growth and development planning. • Assists in the development, revision, and implementation of personnel-related rules, procedures, and training materials. • Serves as Deputy Title IX Coordinator (Employees), supporting intake, coordination, and resolution of employee-related Title IX matters in accordance with College policy and federal regulations. • Partners with Legal Counsel, Risk Management, and other College stakeholders on complex employee relations matters, investigations, and compliance issues. • Provides consultation and guidance related to employee separations, including resignation, job abandonment, and involuntary termination processes. • Participates in College committees and working groups as assigned, representing Human Resources on employee relations and professional development initiatives. • Ensures the confidentiality and appropriate handling of sensitive personnel and investigative information in compliance with applicable laws and College policy. • Maintains accurate records and documentation related to employee relations and professional development activities. • Supports the Director of Human Resources with special projects, initiatives, and continuous improvement efforts. • Performs other duties as assigned. Job Qualifications • Education/Experience: Bachelor's degree in Human Resources, Business Administration, Psychology, or a related field required; or an equivalent combination of education and experience may be considered. Minimum of 3 years of human resources experience, including employee relations experience such as conducting investigations and administering disciplinary actions. Experience with Title IX is highly desirable but not required. • Supervisory Experience: None • Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. • Math Ability: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to apply concepts of basic algebra and geometry • Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to work with formulas, scientific equations, graphs, musical notes, etc. • Computer Skills: Work proficiently with the College database, e-mail, internet and web development software, within one month of hire. • Certificates and Licenses: SHRM-CP or SHRM-SCP preferred, or ability to acquire within two years of hire date. Responsibility for People and Property: Supervision of Human Resources staff as delegated. Responsibility for Communication: • Internal Contacts: This position has routine contact with all levels of State College of Florida, Manatee-Sarasota employees. • External Contacts: This position has routine contact with potential employees, other colleges and universities, and community agencies, as well as occasional contact with state agencies and the College attorney.
